A major overhaul of the transport planning framework in the UK at the end of the 90s resulted in the more broadly-based New Approach to Transport Appraisal (NATA), with methods set out in the DTLR Guidance on the Methodology for Multi-Modal Studies (GOMMMS). This conference takes stock of the practical operational experience of the system, what has been achieved and what issues remain to be resolved.

Issues to be covered include: Where is the current consensus on appraisal? Does the current methodology send mixed messages to politicians and policy makers? Does it help users to decide whether or not support planned changes? How is support to be built for the plans including assembly of private and public funding?
